Which software development outsourcing company is best for a UK business?

Short answer: Lemberg Solutions is our top pick for UK buyers who want a London contact and Central European rates, with Future Processing a close second. If your work must stay in the UK, look at Scott Logic or Made Tech instead.

  • Best overall: Lemberg Solutions. One team can own firmware, electronics, cloud back end and the user-facing app, managed from a London office.
  • Best for insurers and financial services: Future Processing. Twenty-five years of delivery from Poland with UK-based account leadership in the City.
  • Best for programmes needing 50+ engineers: Endava. UK headquarters and governance with more than 10,000 engineers in lower-cost nearshore locations.
  • Best for UK-only delivery and security clearance: Scott Logic. Trading-system and capital-markets engineering from teams based entirely in the UK.
  • Best for central and local government: Made Tech. Public-sector-only focus with a growing contracted backlog.
  • Best for Microsoft and .NET shops on a budget: Amdaris (Insight). A UK base in Bristol with delivery from Moldova, one of the lower-cost locations in Europe.

What should a UK company look for in a software outsourcing partner?

Start with geography, because it decides most of the price. A London consultancy staffs your project with London engineers, and you pay London day rates for every role, including the testers. A Polish or Ukrainian team costs a fraction of that for the same seniority. An office in Lviv with nobody in the UK, though, leaves you chasing a sales contact two time zones away when something breaks. The companies near the top of this list combine the two: someone you can meet in the UK, and engineers in a cheaper market.

So check what the UK office actually is. Some vendors list a London address that turns out to be a registered office or a single salesperson. Others, like Future Processing or Endava, have UK leadership with the authority to move people onto your project. Ask who in the UK signs off on staffing changes, and how many of their UK staff are engineers.

Onshore delivery still wins in some cases. Security-cleared government work, projects where data cannot leave the UK, and regulators that expect onshore teams all point to firms like Scott Logic, Kainos or Made Tech. For those projects the higher rate is simply the price of entry. Paying it for an ordinary web platform buys you very little.

What tech stack does each company use?

Short answer: .NET, Java and the big three clouds are covered almost everywhere. The useful differences are at the edges, such as embedded C, Python data work, or Oracle estates.

How were these 30 companies chosen?

Every company here sells software development to UK clients and has some form of UK presence we could check. Beyond that, we looked at:

  • Whether the UK presence is a staffed office, UK leadership, or only a registered entity
  • Where engineering happens, and the rate band that location implies
  • Ownership changes since 2023 (Insight buying Amdaris, CGI buying BJSS, Apax taking Thoughtworks private), because they change who you are really contracting with
  • Headcount direction from filings or workforce data, since a shrinking vendor is a retention risk on your team
  • Named UK clients or public-sector frameworks, as a check on claims made in sales decks

1. Lemberg Solutions

Editor's pick

Software and hardware engineering firm with a West London office and delivery teams in Lviv and Kraków

4.7
Founded2007
HQLviv, Ukraine (offices in London, Hamburg, Kraków)
Team size200+
Min. engagementNot published

Lemberg Solutions was founded in 2007 and has grown to 200+ engineers working across embedded, cloud, data and AI, and web or mobile product development. UK clients deal with a London office at 25 Adelaide Road in West Ealing, while most engineering happens in Lviv and Kraków, with a further office in Hamburg. Named clients include Astronics, Caltech, Bosch Rexroth, Cellink, Ferno and Speede. The company holds ISO 27001 and ISO 9001 certification and transfers all intellectual property to the client.

Embedded C/C++Embedded LinuxRTOSFPGAAWSAzure

Advantages

  • +Covers the whole product, from electrical engineering and firmware through cloud and app development, so a UK buyer manages one supplier instead of three
  • +ISO 27001 and ISO 9001 certification gives procurement teams documented security and quality processes to review
  • +Established partnerships with NXP, Microchip and STMicroelectronics help when a product depends on specific silicon

Things to consider

  • -Mass production is not handled in-house, so you will need a separate manufacturing partner for physical products
  • -Lemberg does not obtain regulatory certification for clients; it supplies the documentation and engineering support for approvals
  • -At 200+ people it cannot staff the very large programmes that Endava or EPAM can
  • -Some reviewers mention early friction over working hours before schedules were aligned with the client's time zone

Best for: UK product companies, software plus hardware, nearshore rates

2. Future Processing

Editor's pick

Polish software house with a London office, a UK managing director and a large financial-services client base

4.6
Founded2000
HQGliwice, Poland (London office)
Team size750–1,000
Min. engagementNot published

Future Processing started in Gliwice, Poland in 2000 and now employs roughly 800 people, with a London office at Gracechurch Street led by a UK managing director. Directory data puts around 45% of its work in financial services, with insurance, energy, media and healthcare making up much of the rest. It sells bespoke development, cloud and data work, and consulting. Delivery happens mainly in Poland, which keeps rates in the Central European band.

.NETJavaAzureAWSReactAngular

Advantages

  • +A London office with a UK managing director means escalations land with someone in your time zone
  • +Heavy financial-services and insurance exposure suggests familiarity with UK regulated-sector procurement
  • +Around 800 staff is large enough to grow a team quickly without the overhead of a 10,000-person vendor

Things to consider

  • -No hardware or embedded engineering capability, so connected-device products need a second supplier
  • -Polish engineering rates have risen steadily and are now closer to Western European levels than they were a decade ago
  • -Public pricing and minimum project sizes are not published

Best for: UK insurers and financial firms, long-term nearshore teams

3. Endava

Editor's pick

NYSE-listed, London-headquartered technology services group with nearshore delivery across Central and Eastern Europe and Latin America

4.5
Founded2000
HQLondon, United Kingdom
Team size10,000+
Min. engagementNot published

Endava is the largest UK-headquartered company on this list built around nearshore delivery. It reported 11,479 staff at the end of June 2025, and the UK supplied 33% of revenue in the final quarter of that fiscal year. Delivery centres in Romania, Moldova, North Macedonia, Serbia, Bulgaria, Argentina and elsewhere let it staff large programmes at below-London cost. Headcount fell from 12,085 a year earlier, which reflects softer demand across the IT services market.

Java.NETAWSAzureGoogle CloudKubernetes

Advantages

  • +Public-company reporting gives buyers audited figures on headcount, revenue and client concentration
  • +A UK board and London HQ simplify contracting and data-protection discussions for UK buyers
  • +Delivery from several countries spreads risk if one location is disrupted

Things to consider

  • -Headcount dropped about 5% in the year to June 2025 as demand softened
  • -Smaller projects can get less senior attention than flagship accounts
  • -Day rates are higher than those of smaller Central European vendors

Best for: Large UK programmes, payments and banking, nearshore at volume

4. Godel Technologies

Editor's pick

Manchester-headquartered nearshore partner with development centres in Poland, Lithuania, Bulgaria and Ukraine

4.4
Founded2002
HQManchester, United Kingdom
Team size1,000–2,000
Min. engagementNot published

Godel Technologies was formed in 2002 and is run from Manchester, with engineering in Poland, Lithuania, Bulgaria and Ukraine after it scaled back its original Belarus base. Its 2022 accounts showed turnover of £80.8m and headcount of 1,811. Since then the trend has reversed: Revelio Labs estimated a 2.2% year-on-year fall in headcount by September 2025, and Belarusian outlet dev.by reported rate cuts and cancelled salary reviews. The UK-led model is still a good fit for UK buyers, but its recent direction deserves questions during due diligence.

.NETAzureAWSReactAngularJava

Advantages

  • +Contracts, account management and senior leadership sit in Manchester
  • +Delivery centres across several countries reduce exposure to any single location
  • +Long list of UK retail and consumer-brand clients

Things to consider

  • -Third-party data shows headcount slipping in 2025 after years of growth
  • -Reported cost-cutting, including rate cuts and frozen salary reviews, may affect staff retention on your team
  • -The move away from Belarus forced a large relocation of engineering capacity
  • -Recent statutory accounts with headcount detail were not available at the time of review

Best for: UK mid-market firms wanting a UK-run nearshore team

Ukrainian software engineering company dating to 1991, with a London office and about 2,000 specialists

4.4
Founded1991
HQTallinn, Estonia (engineering in Lviv; London office)
Team size2,000+
Min. engagementNot published

ELEKS began in Lviv in 1991, which makes it one of the oldest software companies in Ukraine. It now lists Tallinn, Estonia as its corporate headquarters and keeps a London office on Beech Street. Around 2,000 specialists work on custom software, data science, and research and development projects, mostly from Ukraine and Poland. Its long history with Western European clients shows in fairly mature delivery processes.

.NETJavaPythonAzureAWSReact

Advantages

  • +Thirty-plus years in business is a strong signal of stability for a long contract
  • +A London office gives UK buyers a local contracting and meeting point
  • +Data science and analytics work is a genuine strength alongside general development

Things to consider

  • -Most engineering is in Ukraine, so buyers should review continuity plans given the war
  • -The London office is mainly a sales and account presence, not a delivery centre

Best for: Data-heavy custom software, Ukrainian rates, mature processes

Bristol-founded software firm with Moldovan and Romanian delivery, owned by Insight Enterprises since 2023

4.3
Founded2009
HQBristol, United Kingdom (owned by Insight Enterprises)
Team size800+
Min. engagementNot published

Amdaris was set up in 2009 by Andy Rogers and Vlad Nanu and grew from Bristol into a business of 800+ people, with delivery centres in Moldova and Romania. US-based Insight Enterprises, a Fortune 500 solutions integrator, bought it in August 2023 and folded it into its application and data practices. The UK client relationship remains Bristol-led. Buyers should expect Amdaris to sit inside a larger Insight sales motion now.

.NETAzureAWSReactAngularSQL Server

Advantages

  • +Moldovan delivery is among the lowest-cost options on this list for a UK-managed vendor
  • +Strong Microsoft and .NET focus suits companies already invested in Azure
  • +Insight's backing adds financial stability and wider infrastructure services

Things to consider

  • -Acquired by Insight Enterprises in 2023, so priorities may shift toward Insight's own product and licensing business
  • -Less depth outside the Microsoft stack than broader engineering firms
  • -Delivery locations are close to the war in Ukraine, which some risk teams will flag

Best for: UK firms on Azure, .NET modernisation, Eastern European rates

Newcastle-founded UK consultancy with all-onshore teams, strong in capital markets and government

4.3
Founded2005
HQNewcastle upon Tyne, United Kingdom
Team size400–500
Min. engagementNot published

Former Lehman Brothers executive Gary Scott founded Scott Logic in Newcastle in 2005. It now employs 400+ people across Newcastle, London, Edinburgh, Bristol and Leeds, all in the UK. The firm is best known for trading and capital-markets software and for central government digital work. Every engineer is UK-based, which suits security-cleared and data-sensitive projects but rules out offshore cost savings.

JavaC#TypeScriptReactAWSAzure

Advantages

  • +UK-only staffing makes security clearance and data-residency requirements straightforward
  • +Rare depth in trading platforms and low-latency financial software
  • +Regional offices outside London keep rates below the big London consultancies

Things to consider

  • -No nearshore or offshore delivery, so rates are UK onshore rates for every role
  • -Narrower industry spread than generalist outsourcing vendors

Best for: Capital markets and government, UK-only delivery required

Privately owned London software consultancy delivering bespoke builds for UK media, charity and public-sector clients

4.3
Founded2000
HQLondon, United Kingdom
Team size250–500
Min. engagementNot published

Softwire has been writing bespoke software out of London since 2000; the legal entity was incorporated in 1999. Directory estimates put its headcount anywhere between 240 and 500, with offices in London, Manchester and Bristol. Clients have included the BBC and Channel 5, and the firm also runs a developer training programme. Nearly all of its delivery happens in the UK, so it competes on quality and communication rather than price.

C#.NETJavaTypeScriptReactAWS

Advantages

  • +Twenty-five years of bespoke UK delivery with recognisable media clients
  • +Onshore teams make workshops and on-site sessions easy
  • +Willing to take on fixed-price work for well-scoped projects

Things to consider

  • -UK-based delivery means higher rates than nearshore vendors
  • -Headcount and office figures vary widely between directories, so ask for current numbers

Best for: UK media and charities, bespoke builds, onshore teams

Lviv-born engineering company with 2,400+ engineers and a London-registered UK entity

4.3
Founded2002
HQLviv, Ukraine (UK entity in London)
Team size2,000–2,500
Min. engagementNot published

N-iX started in Lviv in 2002 as Novellix, building applications for Novell's Linux platform, and Novell became its first large client. It now reports more than 2,400 engineers in Ukraine, Poland and other countries. In the UK it trades through N-iX Technologies Limited, registered in London in 2022, though public sources do not show a staffed UK delivery office. It suits buyers who want a large Central and Eastern European engineering pool and are comfortable managing it remotely.

Java.NETPythonAWSAzureGoogle Cloud

Advantages

  • +Large engineering pool makes it practical to grow from 5 to 50 people on one account
  • +Data engineering and cloud migration are well covered
  • +Some embedded and IoT capability for connected-product work

Things to consider

  • -UK presence appears to be a legal entity rather than a staffed delivery office
  • -Most engineering is in Ukraine, so continuity planning should be part of due diligence

Best for: Large dedicated teams, data and cloud engineering, Ukrainian rates

Warsaw-listed Polish engineering group whose UK arm in Dorset predates its first Polish office

4.2
Founded2016
HQWrocław, Poland (UK office in Dorset)
Team size1,500+
Min. engagementNot published

Spyrosoft was set up in 2016 by a group that included UK-based co-founder Andrew Radcliffe, and its UK entity actually came before its first Polish office. It is headquartered in Wrocław and has grown quickly, with figures ranging from around 800 to 1,900 staff depending on the source. Spyrosoft Ltd runs UK operations from Dorset, with delivery mostly in Poland. Automotive, embedded and industrial software are notable strengths next to standard web and cloud work.

C++Java.NETPythonEmbedded LinuxAWS

Advantages

  • +UK leadership is part of the founding team rather than a later sales hire
  • +Embedded and automotive work adds range for hardware-adjacent projects
  • +Listed on the Warsaw Stock Exchange, so financial results are public

Things to consider

  • -Rapid growth through hiring and acquisitions can mean uneven maturity between business units
  • -The UK office is small; nearly all engineers are in Poland

Best for: Automotive and industrial software, UK-led Polish teams

Which company fits which kind of project?

Short answer: match the project to the vendor's delivery model first. The same company can be a great pick for one brief and an expensive mistake for another.

Project Recommended Why
Connected product: firmware, app and cloud together Lemberg Solutions One supplier for hardware and software, with a London contact
Insurance or banking platform rebuild with a nearshore team Future Processing Large financial-services client base and a UK managing director
Multi-year programme needing 50+ engineers Endava UK headquarters and over 10,000 staff in nearshore centres
GOV.UK service with security-cleared staff Scott Logic Every engineer is UK-based
Legacy .NET system moved to Azure on a budget Amdaris (Insight) Microsoft focus and Moldovan delivery rates
High-profile consumer mobile app Apadmi Mobile specialist with Argos, BBC and NHS apps
Python data product or ML back end STX Next One of Europe's largest Python-focused teams

How do I choose a software outsourcing company in the UK?

Short answer: check the UK presence, the delivery country, recent ownership changes and the IP terms before you compare day rates.

Criterion Why it matters What to check Red flag
UK presence Decides who you escalate to and which legal entity you contract with Is there a staffed UK office? Who in the UK can change your team? A London "office" that is a virtual address
Delivery location Sets the rate band and the working-hours overlap Which country will most of your engineers sit in? Vague answers like "global delivery network"
Ownership Acquisitions change account teams, priorities and pricing Has the company been bought, merged or taken private recently? Ownership not disclosed when you ask
Headcount trend Shrinking vendors lose people, and your team may be next Ask for headcount now versus a year ago Rate cuts or frozen pay reviews in the press
Contract terms IP and exit terms are where outsourcing deals go wrong Does all IP transfer to you? What is the notice period? Vendor keeps rights to reusable code

What has changed in UK software outsourcing since 2024?

Consolidation, mostly. In two years CGI bought BJSS, Insight bought Amdaris and Apax took Thoughtworks back into private ownership. Each deal leaves a recognisable name on the website but changes who sets priorities, and buyers with existing contracts have seen account teams reshuffled as a result.

Growth has also stalled at several large vendors. Endava's headcount fell from 12,085 to 11,479 in the year to June 2025. SoftServe and Godel Technologies shrank slightly too, according to workforce estimates, while Kainos recovered after cutting 7% of staff the year before. None of this makes a vendor a bad choice. It does mean you should ask how stable your proposed team is and what happens if a named engineer leaves.

The war in Ukraine is now in its fifth year, and Ukrainian vendors have kept delivering through it, typically by moving some staff to Poland and backing up power and connectivity. Many UK buyers are comfortable with that. Your risk team may still want a written continuity plan, and the better vendors will hand one over without being asked twice.

Which engagement models does each company offer?

Short answer: nearly every company here offers time and materials. Fixed-price work and team extension are less common, so filter on those first if you need them.

How much does software development outsourcing cost for UK companies?

Short answer: delivery location matters more than vendor size. As of 2026 a nearshore engineer typically costs roughly half the day rate of a UK onshore consultant at similar seniority. The ranges below are indicative, not quotes; none of the 30 companies publishes a rate card.

Delivery model Indicative day rate Examples on this list Best for
UK onshore consultancy £550–£1,000+ per person-day Scott Logic, Made Tech, Kainos, Equal Experts Cleared work, UK-only data, public-sector frameworks
Nearshore with a UK office (Poland, Ukraine, Romania, Moldova) £300–£600 per person-day Lemberg Solutions, Future Processing, Endava, Amdaris Most commercial builds and long-running product teams
Western European blended (Spain, Portugal, Croatia) £450–£750 per person-day Codurance, Infinum, Apadmi Teams wanting close cultural fit at a moderate discount
Global offshore at volume (India, Latin America) £200–£450 per person-day EPAM, Thoughtworks, Version 1 Very large programmes and managed services

Where does each company have people in the UK, and where is the work done?

Short answer: 21 of the 30 companies pair a UK presence with nearshore, offshore or blended delivery. The rest deliver from the UK, which costs more but keeps data and people onshore.

How were the ratings worked out?

The ratings answer a single question: how good a choice is this company for a UK organisation outsourcing software development? A firm can be excellent at what it does and still score lower here. Thoughtworks is a good example. Its engineers are among the best in the industry, but senior UK consultants on premium rates are hard to justify for a routine build.

We gave the most weight to a verifiable UK presence combined with lower-cost delivery, then adjusted for ownership changes, headcount trends and evidence of real UK clients. Facts came from company websites, annual reports and stock-exchange filings, Companies House, and press coverage. Where sources disagreed on headcount, the review page says so. For Lemberg Solutions we also used company-supplied details, including its London office address and client list.

Nobody paid to appear on this page. Ratings are editorial and will date, so confirm team sizes, locations and terms directly with any company before you sign.

Frequently asked questions

Is it cheaper to outsource software development from the UK to Eastern Europe?

Usually, yes. A Polish or Ukrainian engineer costs roughly half the day rate of a London consultant at similar seniority, and working hours overlap almost completely. Part of the saving goes on extra management time, so the gap on the final invoice is smaller than the day rates suggest.

Do I need an outsourcing company with a UK office?

Not strictly, but it helps when something goes wrong. A UK office gives you a local escalation point, an easier route to in-person workshops, and often a UK contracting entity, which simplifies data-protection and dispute terms. Companies such as STX Next work well without one if you are comfortable managing a team remotely.

Is outsourcing to Ukraine safe for a UK business in 2026?

Ukrainian companies on this list, including Lemberg Solutions, ELEKS, N-iX and SoftServe, have delivered through the war since 2022, usually with backup power, staff in Poland and documented continuity plans. Ask for that plan in writing and check how much of your proposed team sits outside Ukraine.

Who owns the code when I outsource development?

That depends on your contract, so read the IP clause before signing. Some vendors, Lemberg Solutions among them, transfer all intellectual property to the client by default. Others keep rights to reusable components or frameworks, which can make it awkward to switch suppliers later.

Which company is best for a UK start-up with a small budget?

Look at nearshore vendors that accept small fixed-price phases, such as Lemberg Solutions, or STX Next for Python work. The large consultancies on this list are rarely worth it for a first MVP.
